In the early 20th century the Sacred Congregation for Religious attempted to get all congregations to adopt a uniform, Rule. It had been the practice to permit variation of the language to reflect the congregation’s culture. The SSNDs tried to meet the order of the Vatican but it was not realistic. They, along with other congregations,  pointed out that words have different meanings and There was a need for differential expression in different languages.  In the end, the rule book for one congregation read a great deal like that of other congregations. The 1925 Rule was approved by the Sacred Congregation. It lacked the soul of the earlier SSND constitution however it met the legal requirements set by the Vatican.
